Job Overview
The Township of Langley is currently recruiting for a regular full-time Manager, Utilities and Environment to join our team of professionals in the Engineering Division. Reporting to the Director of Engineering, in this Exempt position you will oversee the Utilities and Environment Department. The Utilities and Environment Department has a broad mandate to provide engineering services to departments within the Engineering Division and other corporate divisions within the Township. The Manager, Utilities and Environment leads the department to ensure that functions necessary to meet this mandate are met from design through to completion of construction, including sustainability, leadership, selection of consultants, program and project management, budget preparation and community consultation.

Responsibilities
In this role, you will manage the Utilities and Environment Department with responsibility for recruitment, selection, motivation, training and performance evaluation. You will develop and submit annual operating and capital budgets and administer approved budgets. You will review utilities and environment program management, develop and administer departmental priorities, policies and procedures. The Manager, Utilities and Environment promotes a service ethic within the department and ensures that the department’s response to public enquiries is timely and effective.

Qualifications
Your education will include a degree in Civil Engineering or Environmental Engineering combined with a minimum of ten years related work experience within a municipal or environmental engineering environment and five years of experience in project management and supervisory duties in the municipal sector. With excellent interpersonal, written, and project managements skills, you have the ability to provide advice, direction and leadership to a diverse work group. You have extensive knowledge and experience in municipal infrastructure, including utility and drainage systems, environmental standards and knowledge and understanding of the Municipal Act.

Required Certifications/Licenses
Candidates must have the following valid and current certifications/licenses (must be valid at the time the posting closes) and these must be attached with your application.
• BC Class 5 (full privilege) Driver’s License. You must include with your application a current Personal Driving Record (select the 5-year option if obtaining online) that has been obtained within 6 months of the closing date. To obtain a copy of your Personal Driving Record, please contact ICBC directly or the driving authority where you reside. Please note that a copy of your Driver’s License and the Driver Factor Report will not be accepted.
• Registration as a Professional Engineer in the Province of British Columbia
