Job Description: Surrey has had an ambitious sustainability agenda for over a decade, including ongoing efforts to reduce greenhouse gas (GHG) emissions in transportation, buildings, and solid waste. As one of the fastest growing cities in Canada, and being over 500,000 people already, working in the City of Surrey provides one of the best opportunities to address climate change in British Columbia.

In partnership with BC Hydro, the City of Surrey requires a full-time Climate & Energy Analyst to work within the Sustainability Office. The main objective of the position is to lead and support initiatives that transition Surrey towards a resilient, low-carbon future. The position reports to the Climate & Energy Manager, but regularly collaborates with other departments on plans and strategies, program development and support, and action implementation. Following Surrey City Council???s Climate Emergency Declaration on Nov 4, 2019, one of the first priorities will be to help update the mitigation aspects of the City???s Community Climate Change Action Strategy (CCAS), including engaging and collaborating with the rest of the Sustainability Office, other City departments, stakeholders and the public. This position will also work closely with the City???s Corporate Energy Specialist.
Duties: RESPONSIBILITIES
??? Actively participate in and contribute to the Community Energy Managers (CEM) Network maintained by BC Hydro???s Sustainable Communities Group;
??? Strategically implement the City???s CCAS and Community Energy and Emissions Plan (CEEP);
??? With guidance from the Climate & Energy Manager, carry out policy analysis, desktop research, modelling and related quantitative efforts, engagement and event coordination, program implementation and support, and other related projects.
??? Support engagement with community and industry stakeholders regarding opportunities to reduce GHG emissions and to gather input on potential policies and programs;
??? Support development and management of a new annual process involving renewable natural gas (RNG) allocations and Low Carbon Fuel Standard (LCFS) credits;
??? Track and report on community energy use, fuel consumption, and GHG emissions;
??? Support data gathering and reporting for community energy and GHG emissions inventories, as well as other Sustainability Office reporting requirements;
??? Establish and maintain effective communication and coordination across departments within the City as well as with the public and external organizations as required;
??? Explore funding mechanisms to advance community energy and GHG reduction opportunities, including partnerships with utilities, government agencies, and others; and,
??? Perform other related duties, including supporting corporate GHG reduction efforts.
Educational Requirements: QUALIFICATIONS
??? Master???s Degree in a related discipline and a minimum of three years of related experience. An equivalent combination of education and experience may be considered.
??? A valid and unrestricted driver???s license.

Assets Include:
??? Some experience with stakeholder engagement including small and medium enterprises (SMEs), the housing and construction industry, building managers and/or stratas, and/or the passenger and commercial transportation sectors;
??? Experience with local government and institutional processes, and preferably knowledge of relevant legislation and bylaws;
??? Passive House Certification, LEED Professional Accreditation, or similar building, climate and energy, or general sustainability-related accreditation;
??? Experience and/or formal training in project management and the ability to manage consultant and student projects;

Applicants will be able to demonstrate:
??? Substantive knowledge of climate change (policy, action, and science), energy system transformation and/or market transformation (particularly with respect to buildings), and energy and GHG emissions management and reporting;
??? Familiarity with and knowledge of key policies and actions related to mitigating climate change (GHG reductions, decarbonization, energy system transformation, etc.);
??? The ability to analyze technical information, conduct research, write both concise and comprehensive reports, and deliver clear and purposeful presentations;
??? Knowledge of local government processes, legislation, bylaws, and roles;
??? Ability to facilitate meetings and build consensus among internal stakeholders and teams;
??? Excellent problem-solving and analysis skills, with at least some quantitative experience;
??? Excellent communication, interpersonal, and presentation skills.
