Job Description: This is manual work involving increased complexity and variety in the performance of skilled and semi-skilled construction, maintenance and repair tasks. The duties may involve difficult working conditions, specialized skills and limited supervisory responsibility as required.

Work is distinguished from that of the Labourer I by the more complex and responsible duties performed and the independence of action allowed.
Duties: Performs a variety of skilled and semi-skilled manual tasks in underground utility installation and repair, roads and drainage infrastructure construction and repair, parks and cemeteries operations and maintenance, which includes the following:

Assists in and provides direction to others engaged in underground utility installation and repair tasks and roads and drainage infrastructure construction and repair tasks including: installing house connections, risers and sewer mains, building valve chambers, manholes, catch basins; taps water mains for new and replacement service connections; performs leak detection; repairs water main leaks and breaks; checks and services gauges; repairs valves; installs water mains and fittings, water meter setters and boxes; performs fire hydrant maintenance; installing culverts; preparing and completing asphalt repairs, sidewalk and boulevard repairs; backfilling and grading work; building forms; concrete finishing for manholes, catch basins, sidewalks, curbs, gutters, retaining walls and other structures; mixing and tamping concrete; brushing; garbage collection; sediment and pond cleaning; sign cleaning, installing and replacement; sand bagging; pressure washing; track rack cleaning; snow removal; acts as a flagperson and independently performs related complex tasks.

Assists in and provides direction to others engaged parks and cemeteries operations and maintenance including: grounds and building maintenance, gardening, pruning, fence repair, lawn maintenance, brushing and gravesite preparation, playground, field and irrigation system installation and maintenance, minor repairs and construction, and independently performs related tasks.

Assists various tradesmen.
Educational Requirements: High school graduation or equivalent along with courses related to the work; completion of Introduction to Public Works (for Public Works labourers).
Skill Requirements: Thorough knowledge of the principles, practices, methods, materials, tools and equipment used in general construction and maintenance work.

Working knowledge of the functions and established procedures of the division concerned and the relationship between applicable divisions within the municipality.

Ability to understand and effectively carry out and communicate oral and written instructions with a minimum of supervision.

Ability to perform a variety of skilled and semi-skilled manual tasks requiring considerable independent judgment and action in construction and maintenance operations.

Ability to lay out, supervise (as required), check and participate in the work of others engaged in construction and maintenance tasks.

Considerable demonstrable skill in the proper and safe operation of a variety of hand and power tools, equipment and machinery common to general construction and maintenance work.

Ability to provide and maintain accurate records related to the work performed.

Ability to maintain effective public relations with the community.

Physically capable of performing the essential duties of the classification.
Salary: The 2018 hourly rate is $28.93 plus a comprehensive benefit package upon successful completion of a probation period. The shifts are four days per week, 7:30 a.m. to 5:00 p.m.
