Job Description: Employees in this position are responsible for a wide range of duties pertaining to building and license inspections, such as plan checking, issuing building/demolition/sign and occupancy permits, the ongoing enforcement, inspection and administration of residential, commercial, industrial and institutional developments to ensure substantial compliance with the British Columbia Building Code, the British Columbia Plumbing Code, regulatory requirements and municipal bylaws.
Duties: Receives and examines building permit applications and building plans for all buildings regulated under Part 3 and Part 9 of the British Columbia Building Code to ensure compliance with relevant provincial building and plumbing codes and municipal bylaws; communicates deficiencies and potential solutions to clients.

Conducts inspections with regards to structural, architectural, plumbing, civil and safety of all buildings regulated under Part 3 and Part 9 of the British Columbia Building Code to ensure that all materials and equipment used are of the required standards and that the work conforms to approved plans, established by bylaws, acts, codes, standards and regulations.

Ensure compliance with and enforces various bylaws related to building siting, construction, repair, demolition and alterations, including issuing stop work orders if necessary; liaise with clients to resolve any non-compliance issues.

Provide technical advice, assistance and information pertaining to applicable construction requirements, perform necessary record keeping and data entry duties, issues permits, licenses and bylaw infraction tickets, give evidence in court related to bylaw infractions.

Provide interpretations, explanations and advice on problems, unusual projects and preliminary development proposals with contractors, owners, municipal staff and various other internal and external clients.

File correspondence and plans in hardcopy and digital permit files and prepare correspondence.
Respond to inquiries at the front counter in person, by email and phone.

May be required to attend and participate in various industry-related associations and trade shows.

Participate in the development and delivery of training for new staff.

As required, attend Council and/or various committee meetings.
Educational Requirements: Along with completion of grade 12 and a Diploma in Building Technology from a recognized technical institute or experience at the journeyman level in one of the building trades, preferably you will have BOABC Certification Level 3 or, at a minimum have passed the Level 3 examination with certification pending, plus 4 years??? experience in an inspection or regulatory capacity, or an equivalent combination of training and experience. A valid Class 5 BC driver???s license and a clean driving record are required.
Skill Requirements: Thorough knowledge of relevant regulations such as the British Columbia Building Code, British Columbia Plumbing Code, District bylaws, policies and regulations regarding development, construction, alteration and repair of buildings and structures.

Thorough knowledge of building, zoning, sign and business license bylaws including how they relate to each other and the British Columbia Building Code.

Thorough knowledge of relevant regulations such as the British Columbia Building Code, British Columbia Plumbing Code, District bylaws, policies and regulations regarding development, construction, alteration and repair of buildings and structures.

Strong problem-solving, conflict resolution and investigative skills.

Excellent written and verbal communication skills. Demonstrated technical writing skills.

Strong customer service skills.

Basic computer skills in word processing, spreadsheets and other municipal software.

Strong ability to self-motivate and function with minimal direction and supervision.

Proven ability to accurately assess new situations and apply available information to reach sound conclusions.

Ability to read and interpret regulations accurately and to enforce regulations with firmness and tact.

Ability to establish and maintain effective and collaborative working relationships with all municipal staff, architects, tradesmen, contractors, engineers and other internal and external contacts.

Physical ability to undertake frequent site inspections including crawling through attics and crawlspaces, climbing ladders, and working in inclement weather.
Salary: The hourly wage range is $38.60 to $44.22, commensurate with the level of BOABC/POABC certification(s) achieved, plus a comprehensive benefit package and a commitment to ongoing training and career development.
Additional Information: This position is 70 hours bi-weekly on a 9-day fortnight (extended hours for 9 days and 1 day off every two weeks).
