Scope
The Manager, Parks is responsible for the strategic development and implementation of parks, forestry and open space strategies at the City of Surrey. S/he, with a team of committed professionals, develops and delivers on a full scope of parks management accountabilities, from the acquisition of parkland to the planning, design, construction, and operation of the City???s park system that supports 520,000 residents. S/he ensures that the residents of Surrey have full and equitable access to high-calibre, locally responsive parks that are safe, clean and beautiful.

The park system encompasses more than 7,000 acres, with 240 outdoor recreation facilities, 100,000 street/park trees, 260 km of Greenways and trails, 4,000 acres of urban forests and conservation areas, two botanical gardens, a nature centre, three cemeteries, a marina, and multiple public beaches.

Within diverse and innovative parks operations that are focussed on meaningful community engagement, this position also leads the development of City-wide park partnerships, contract management, volunteer programs, and civic beautification projects.

Responsibilities:
As the Manager, Parks, you will:
??? Provide senior leadership for a multifaceted portfolio, delivering high-level programs and strategies across a wide variety of services.
??? Be an innovative leader, demonstrating commitment to City values, by providing input and support for the design, development and implementation of parks/green space strategies, initiatives and plans to enhance the City's community spaces.
??? Within Council???s vision, guide the parkland acquisition program, averaging $25M per year.
??? Develop and implement the planning, design and development processes/actions for new parks, park facilities, infrastructure sustainment, and urban forestry programs.
??? Optimize citywide alignment of parks-focussed initiatives, identifying and implementing opportunities for partnerships and synergies both internal and external. Contribute to other citywide initiatives that have park/green space impacts (e.g. light rail transit, city wi-fi, public safety, etc.)
??? Ensure the effective, efficient and sustainable operations of all City parks, beaches cemeteries and open space services, including environmental programming and operations of the Surrey Nature Centre.
??? Sustain, evolve and administer three cemeteries and a civic marina.
??? Evolve and support the work of the Civic Beautification Program. Develop programs in support of City heritage, include heritage trees, heritage spaces, and heritage roads/pathways.
??? Lead a 10-person management team and a large unionized work force to meet a complex range of deliverables.
??? Develop, administer and optimize an annual operating budget of $25M.
??? Develop and implement the parks construction program, with an average annual capital budget of $15M.
??? Contribute to the Parks Recreation and Culture (PRC) senior management table and provide strategic input on citywide initiative. Participate in Citywide and Departmental Committees.
??? Lead community engagement and consensus building processes with a complex range of stakeholders.
??? Act as City spokesperson for media issues related to Parks.
??? Present to elected and appointed officials and other key stakeholders. Develop reports for Council and Committees of Council.
??? Participate in regional committees of environmental and park agencies, Metro Vancouver, etc., within the context of enhancing Surrey???s parks space and its environmental sustainability initiatives across the lower mainland and within the BC context. Ensure the City???s requirements, viewpoints and opportunities are optimized.
??? Liaise with senior government agencies and ministries on a variety of projects, which may be complex.
??? Ensure adherence to Occupational Health and Safety Regulations and achievement of world-class safety practices and results.
??? Ensure compliance with a diverse range of applicable legislation.

Qualifications
??? The successful candidate will have graduated from a recognized university in a science-based resource management discipline, planning or landscape architecture (supplemented by formal training in business or human resource management, or have equivalent education and experience. Candidates with undergraduate degrees in Landscape Architecture, Agriculture, Forestry, Natural Resource Management, Building Technology/Maintenance will be considered.
??? S/he will have a background in diverse Parks Operations and a minimum of 8-10 years of progressive experience at a strategic level and managing contract, union and exempt staff. Public sector experience is required.
??? Progressive experience leading diverse work teams.
??? Demonstrated ability to engage the community and other stakeholders in parks related challenges. Strong consensus building skills.
??? Advanced communication skills both written and oral. Comfortable presenting to large groups.
??? Certification in project management is considered an asset.
??? Arborist certification is considered an asset.
