Traffic & Transportation Municipality: District of Mission This posting closed on May 8, 2017 at 4:30 PM Job ID: 2017-14 (Please quote job ID on resume when applying) Department: Engineering & Public Works Department Job Description: Employees in this position perform technical engineering and administrative functions related to the development and administration of the District???s traffic and transportation engineering program. The incumbent conducts traffic studies, prepares or reviews designs of traffic control systems and facilities, and provides information and recommendations on traffic engineering matters to various committees, contacts and agencies. The work also involves administering assigned capital projects, issuing permits and street licenses for various traffic related activities, reviewing and processing various engineering applications, and coordinating related construction and installation work. Duties: Develops and administers the District???s traffic and transportation program including street use, the installation and maintenance of traffic control devices, street markings, and traffic signals, parking regulations, street lighting, and traffic related matters. Plans and conducts traffic studies encompassing traffic movement and control, accident analysis, safety, parking and related concerns, prepares reports and recommendations on such activities for submission to advisory and technical committees and other authorities; prepares and supervises traffic count program. Administers assigned capital projects; prepares terms of reference and contract documents for tendering purposes, coordinates project designs, monitors construction progress ensuring adherence to plans, specifications and schedules; coordinates construction with external agencies; ensures insurance and bonding documents are intact and sufficient for project; arbitrates minor disputes regarding contract interpretations, construction practices, standards and processes. Prepares or reviews design for traffic control systems; designs layouts for street markings, traffic control signs, and related transportation facilities; prepares specifications for traffic control equipment, reviews signal designs and ensures conformance of same with municipal and provincial standards, performs start up tests on new traffic signals. Investigates traffic complaints and problems, analyzes information and submits recommendations for improvement or solution or, as required, initiates remedial action. Establishes and maintains liaison with various other internal and external contacts including consultants, municipal employees, film representatives, manufacturers of traffic control equipment, B.C. Transit, school board, and relevant Provincial Government agencies; provides technical support to municipal work crews and contractors with problems and specific programs such as the pavement management program. Prepares and maintains a variety of files, records, reports, statistics, and correspondence related to the work; issues various permits and street licences relating to traffic and transportation matters. Educational Requirements: Diploma in Civil Engineering with transportation and traffic option, plus considerable related experience. Minimum of five years??? experience in a municipal engineering environment, or recognized equivalent, including experience in traffic and transportation programs, and preparation and management of contract agreements. Membership, or eligibility for membership, with the Applied Science Technologists and Technicians Association of BC (ASTTBC). Valid Class 5 BC Driver???s License. Skill Requirements: Thorough knowledge of the practices, methods, techniques and equipment used in traffic engineering operations. Considerable knowledge of the applicable departmental rules, regulations, policies and procedures and bylaws related to the work performed. Considerable knowledge of engineering design principles and practices as related to the work performed. Ability to develop and administer the District???s traffic and transportation program and administer assigned capital projects. Ability to obtain, summarize and interpret data and prepare a variety of technical reports and recommendations and to design traffic control systems and related installations and to prepare applicable specifications, maps and drawings. Ability to maintain effective working relationships with a variety of internal and external contacts. Ability to work independently and prioritize work assignments; Skill in the use and care of instruments and equipment used in the work. Proficiency with computer applications such as word processing, spreadsheets and other municipal software, computerized design and drafting tools and related engineering applications. Salary: The 2016 hourly rate for this full-time CUPE position is $46.45 per hour plus an excellent benefit package including the Municipal Pension Plan.
