The Township of Langley is currently recruiting for a temporary full-time (from approx. February 14, 2017 to approx. January 31, 2018) Building Energy Manager to join our team of professionals in the Community Development Division; Permit, Licence and Inspection Services Department.

Reporting to the Assistant Chief Inspector, you will be responsible in this exempt position for researching and advancing building energy related policies that would enable deep and lasting reductions in community energy use and greenhouse gas emissions; advancing building related goals and objectives of the Township of Langley???s Sustainability Charter and Community Energy and Emissions Plan; implementing building energy related policies in the Township of Langley???s Official Community Plan; and implementing building energy related guidelines in various Neighbourhood Plans through the Development Permit process. You will also be responsible for developing, implementing, and evaluating a building code energy compliance process for new commercial and residential construction through use and delivery of ???checklist training??? for builders and developers, as well as liaising with municipal staff for the purpose of assisting in conducting both plan reviews and on-site inspections to verify construction compliance. You will work with the Province, utilities, partners / stakeholders and staff and provide building related technical support to the Township of Langley???s Corporate Energy Manager and Community Energy Manager as required

Your education will include a post-secondary degree/diploma in Building Engineering, Resource Management, Planning, or Environmental Science (graduate degree preferred and/or supplemented by professional designation) or a Master???s designation in a related field plus a minimum of 5 years??? experience working as an energy and/or sustainability specialist, or, an equivalent combination of education and experience. You will have knowledge of current methodologies and design / construction practices in architecture, engineering, building envelope, and energy modeling; sound understanding of current commercial and residential building code requirements (BC Building Code), inclusive of ASHRAE 90.1 and the National Energy Code for Buildings (NECB) as well as knowledge of relevant provincial and/or federal legislation You will have excellent written and verbal communication skills, and be able to demonstrate excellence in leadership, problem-solving, analysis and implementation skills. Substantive knowledge in the field of energy and carbon management including experience with issues pertaining to building energy performance; local government processes and bylaws; and understanding of common commercial and residential building energy benchmarking or third party energy building rating systems such as NRCan???s Ener Guide rating system is necessary.

Eligibility for registration as a Professional Engineer with the Association of Professional Engineers and Geo-Scientists of B.C., Registered Technologist, Registered Planner, Certified Energy Manager, and/or membership in the Building Officials Association of B.C. is considered an asset. The following additional accreditations are also desirable: Energy efficiency training such as CIET Energy Management Training Course; LEED professional accreditation; Project Management Professional (PMP); Change Management or Multi-Objective Decision Making
